Trying to Make Sense of These Meal Break Questions with Clocking Out Process

I understand and respect the need to monitor paid time and encouraging employees to get their work done within certain timeframes.

Meal breaks are important and not always feasible.  I also know how varied staff are in terms of pace and how chronically excessive workloads can be.  Budgets, staffing, and workload are complicated!  They impact safety, morale, and the bottom line.  So time management is important for patients, staff and leaders.  Yet I’m confused about the language in this digitally formatted clocking out process with respect to questions about meal breaks.  Take a look and tell me what you think.

You start your shift by selecting: Begin shift. Then Swipe barcode ID.

To begin your meal break  select:  Meal break.  Then Swipe barcode ID.

To end your meal break you select:  Meal break.  Then Swipe barcode ID.

To end your shift, select: End Shift.  Then Swipe barcode ID.

This is the part I don’t understand:

Answer Yes or No:  Did you take a 30 minute uninterrupted meal break?

You answered “No” you did not take a 30 minute uninterrupted meal break.  

Is this correct, answer Yes or No.

OR

Answer Yes or No:  Did you take a 30 minute uninterrupted meal break?

You answered “Yes” you did take a 30 minute uninterrupted meal break.  

Is this correct, answer Yes or No.

The language is odd.  Why ask more than once and why ask in a way that is hard to understand and even counterintuitive.  Is it for liability reasons?  How does it confusing traffic signshelp payroll?  I hate to think that it would promote mistakes that might lead employees to contradicting themselves.  Yet I can’t see what purpose it serves.  It seems to me that by swiping in and out for meal breaks employees are making a statement about taking a meal break.  Asking yes or no as they are clocking out seems to be repeating the question and then asking to validate the answer seems like a 3rd time.

And if what if an employee did not take a break,  she would have to select, “No” I did not take an uninterrupted 30 minute break and then”Yes” it is correct that I did not take an uninterrupted 30 minute break.  

I would imagine it is even more confusing if english is one’s second language and/or at the end of a stressful shift without a meal break.  The process doesn’t seem to be geared towards ensuring that employees take breaks and promoting safe care.  Does it?
